I was wondering if anyone had any tips for character design, for animation. of course i can draw but, I don't want to have to deal with a huge amount of detail when i animate. so i'm looking for some tips on how to design an animation friendly character. a figure that gets the point across, has a little personality to it, and isn't too detailed.

The biggest problem when coming to character animation is Props and Patterns, things like belts and symbols or army camoflauge outfits shud be kept fairly simple.
thats the only advice i have for ya,keep props to a minimum,or at least simple.this really depends on how many people or how much patience the people working on the project with you have though,if its a solo effort u'll soon get bored and tired of all the details and simplfy things anyway.
Thats what test animations are for,not only to see how the character moves, but to see if the overall design works and won't cause any deadline issues
hope that helped, welcome to the forum ;)

that has been asked millions of times *about rotation*
You said earlier that you could draw, but obviously not properly if u can't rotate a head.
I wouldn't suggest anyone get into animation until they learn to draw properly, and learn the anatomy and proportions of the body from all angles.
thats my tip of the day,go draw from life ;) it will come together in the end,not saying u shudn't practice animation though, just focus more on your drawing ability first.
oh,test animation is pretty self explanatory.a test animation,hehe :D

Tip number 1: The heas always moves a little downward when turning from left to right or vice versa.
