With Flash your pretty limited because it's mostly a vector application. Photoshop CS has nice brush options in which you can create very nice custom brushes to fit you needs. And then there is Painter :) It's got around 20 premade pencil brushes.

huh i used to have windows 98 and photoshop 7.0 worked on it.

as for flash, sorry, its a vector program,so your not goin to get the pencil look unless you do it traditionally or do rough animation and edit it in another program.

Funny, that's exactly who I discovered it from. I tried it and the pencil is very nice and realistic. Worth playing with.

i think elephant asked the question because your spelling is pretty bad above, not just with the word program.

but don't worry about that, english isn't your first language i'm guessin.;)

I really don't know how u can get a real pencil look using digital, alias sketchbook pro is good for still images, but for animation it will be a bit hard to do.

If you have a tablet with pressure sensitivity you can make your brush strokes resemble a pencil mark almost exactly in Photoshop 7.

You could also look into Adobe After Effects. Use some brushes from Photoshop and animate in AE. :-/
